Thing is, it's not the technical implementation of the writing that's most important; it's the content and how it makes the reader feel. It's a very specific area of expertise. A college student is not an expert on admissions essays and how to inspire the applicant to write a great one. Although a college English major would probably make a good copy editor.
In the past I have seen workshops offered at Mwood library. I know you didn’t ask this, but even in this era, I think most/many kids write them by themselves with editing help or review by school resource/counselor.
Agree that a consultant is not a "must." Often it helps to read other essays to get the hang of it. Here are some places to look.
