I am not sure what you are asking. If you can access the drive, you should be able to insert a photo by clicking on the paperclip icon. Am I missing something?
Paperclip is for attachments. There is another tool for photos, so they are immediately visible.
Just figured it out. When I land in Google Photos, there is an 'Upload' tab.

In Gmail, it is easy to insert a photo from Google drive. However, I do not store my photos there (I transfer all photos to my own hard drive, where they are sorted by subject [45K of them, and counting]).
Is there any way to insert photos from other sources?
