gmail - How do I allow someone else to use a group/organization account?

I have two different gmail accounts that I created for organizations and have several legitimate users in each case. (I am the "communications manager" in each case.  For one of them, I have provided the password to the other users at various times and they had no trouble logging on.  But today, when I provided the password for the other account to another person, Google flagged it as a security alert and blocked the login attempt.  While I appreciate the security, the notification I received about that action did not give me any way to override the blocking of the login.  Is there a setting somewhere that would allow other users that I authorize to use the account?

Look at your settings, for the contact information.  Change it to contact information for the person who wants to log in with a new device.  They will get the "confirmation email" or text, or whatever is needed for them to finish logging in.

Or, under "Settings" and then "Accounts and Import" add their email address to "Grant access to your account" for that shared Gmail account.

For the latter recommendation, does the person's other/primary email need to be a gmail address?

I don't know the answer to that.  I've only done it with someone who was also using Gmail.
