If bleach solution on the floors followed by organic cleanser doesn't work, you should rip them up.
I have not used it but some cat owners I know swear by Anti-Icky Poo Cleaner and a quick peek at the product website says it works on all surfaces, including wood floors.
For the wood floors - vinegar. Also Nature's Miracle. That combo worked for us. Good luck. It's the worst smell in the world.

Would like recommendations of who to call for help with excessive cat urine smell in my rental property,
The tenant had poorly maintained litter boxes with litter boxes all over the house.
I have removed all the carpets and wet vacc'd the floors the property has been left to air out for a month but the smell is still intense through out the house.
Is there a process or cleaning company that deals with urine, Do I cover the floors or rip them up? Any help/advice gratefully received.
